The Agency is a covert ops organization formerly led by Mr. Nobody. Primarily an off-the-books organization that runs without restriction that most government agencies are bound by, its inception is unknown. Dominic Toretto's Crew were pulled into the works of organization after Han Seoul-Oh was seemingly killed by Deckard Shaw in Tokyo.

Following Mr. Nobody's disappearance after an attack on his plane by Jakob Toretto to extract Cipher, Aimes succeeded Mr. Nobody as leader. However, Aimes was secretly a double agent collaborating with Dante Reyes, the son of fallen drug kingpin, Hernan Reyes following a partnership formed by them in 2011.

History

Inception

The inception of the Agency is unknown as well as the reasoning behind it. However, the organization operates without restrictions that most agencies are bound-by. It is learnt very early on that its operations are "off the books" hence why bringing in Dominic Toretto's Crew was a no-brainer. Though primarily based in the United States, the Agency is an international organization with several branches in various countries.

Presumably, the organization was started after Mr. Nobody's days in the CIA. Whilst in the CIA, he worked with Gisele Yashar and learnt all about her eventual boyfriend Han Seoul-Oh which presumably is what turned Mr. Nobody's attention to Dominic's crew, in which Han was a member of. It is also revealed that Mr. Nobody and Luke Hobbs were friends despite the fact that Hobbs worked for an on-the-books organization, the Diplomatic Security Service.

At some point, Jakob Toretto started working for Mr. Nobody and ran many missions, but then went rogue years later to steal Project Aries for himself and his new business partner, Otto. Jakob claimed that it's because of Jakob's experiences that Mr. Nobody chose Dom to help him.

At some point, the organization created a cyborg called Data Analysis Neural Network; a self learning program originally created to protect the world against global threats. However, the AI became corrupted after seeing the effects of global warming caused by humanity which then opted to eradicate humanity in order to save the world. The organization managed to shut down the system and had it permanently shelved.

2014

Confict against Mose Jakande / Deckard Shaw's Revenge

After Gisele's supposed death, Mr. Nobody tracked down Han in Tokyo where they reminisced over their shared memories of Gisele and working with her. Mr. Nobody offered Han a job to work with him which required him to infiltrate the home of two Japanese scientists and recover a device they were working on called Project Aries which allowed the user to control any computer system in the world through satellites. Han accepted the job and after arriving at the house, it is infiltrated by operatives working for Otto. Han steals the device but then turns back when he finds the couples' daughter, Elle Lue hiding for her life after her parents were killed in a car bomb explosion. Han saves Elle and after giving Project Aries to Mr. Nobody, they realize that the key to unlocking it the device is Elle's DNA. Knowing that she'd have to be kept safe from Otto's agents, Mr. Nobody used Deckard Shaw's attack on Han as cover and faked his death with the use of holograms. After this, Mr. Nobody instructed Han to keep Elle safe.

Mr. Nobody's attention is then turned to a computer hacker, Ramsey, who developed a device that could track anyone on the planet through cameras and microphones and essentially any device connected to the internet. On the advice of Hobbs, and possibly through Han, Mr. Nobody approached Dominic Toretto to request his help in finding Ramsey and in return he would help them track Deckard, who they believe killed Han and was targeting them for injuring his brother Owen Shaw in London. Although knowing that Han wasn't really dead, it is possible that Mr. Nobody used his faked death as motivation to get Dom to work for him. Dom agreed and soon the rest of his crew, Brian O'Conner, Tej Parker, Roman Pearce and Letty Ortiz were brought in. The crew attacked an armed motorcade in the Caucasus Mountains, led by Mose Jakande who is actually working for Cipher unbeknownst to them, and rescued Ramsey from captivity where they learnt that her device, God's Eye, was with a friend in Abu Dhabi. At the same time, Deckard approached Jakande with an offer to team up.

The crew go to Abu Dhabi and recover the device from a Lykan HyperSport belonging to a wealthy prince, and Mr. Nobody allows them to use it where they track Shaw to an automated factory. Dom and Brian join Mr. Nobody and the rest of his team and they infiltrate the factory where they are ambushed by Jakande's men. The entire team, including Mr. Nobody's associate, Sheppard, were killed and Nobody himself is shot and flees with Dom and Brian where he instructs them to leave him on the side of the road as he has backup incoming. He warned them of the dangers they are in now that Jakande has God's Eye.

The crew returned to LA and successfully recovered God's Eye and destroyed Jakande's team while Deckard was defeated and placed into a high security prison.

2017

Stopping Cipher

After Dom is forced to turn on his family and work for cyberterrorist Cipher, as she kidnapped his son, Mr. Nobody brings in his crew to help stop them as Cipher is attempting to hijack a nuclear submarine and launch various missiles to dominate the world. His new associate, Little Nobody, joins them and they gather the crew, as well as Hobbs and Shaw, who have both been broken out of prison. The base is infiltrated by Dom and Cipher, who steal God's Eye so that they can't be tracked.

Shaw uses satellite patterns and learns that Dom and Cipher are going to New York and they follow them, resulting in a car chase that allows Dom to steal nuclear launch codes from the Russian Minister of Defence. Deckard is presumably killed by Dom and Letty attempts to steal the launch codes but is threatened by Cipher's right-hand man and second-in-command, Connor Rhodes, who was unbeknownst to her tasked to keep an eye on both her and Owen.

After Dom escapes again, the crew discover a connection between Rhodes, Owen and Jakande and realize that both Owen and Jakande were working for Cipher and that by destroying those teams, it turned Cipher's attention to them. Now that they had all the components, Dom and Cipher attacked a Russian military base in Vladovin where Cipher was able to shut down and then restart a submarine containing nuclear missiles which she attempted to launch before being stopped by Little Nobody and Roman.

Cipher stole the submarine and the rest of the team attempted to beat her to the sea lock to stop her from escaping into open waters and disappearing. It is revealed that Deckard is still alive, thanks to a plan between Dom and Magdalene Shaw, and he saves Dom's son, Brian Marcos, from Cipher's captivity. Dom was finally able to turn on Cipher and kill Rhodes, avenging Elena’s death before rejoining his family where he was able to destroy the submarine and destroy her plans once again. Cipher fled and Mr. Nobody kept tabs on her and got reports that she was in Athens.

2020

Project Aries

Over the next few years, Mr. Nobody kept tabs on Cipher and tracked her down and was able to apprehend her. At the same time, he was in possession of one half of Project Aries which he was moving to a secure location as well as transporting Cipher to a maximum security prison. However, Jakob resurfaced and infiltrated the plane with Otto and they were able to extract Cipher without a scratch. Mr. Nobody sent out a distress signal to Dom's crew which led them to a secure lockbox containing Project Aries before his plane went down, with no trace of him. It is presumed that he either died in the crash or went into hiding. Whilst the plane went down, Jakob attempted to break into the lockbox but ran out of time and so he kept watch over the crash site, knowing that someone would arrive and gain access, allowing him to steal it.

Dom was initially reluctant to work again, as he is a father now and his priorities changed, but he changed his mind when he learned that Jakob was somehow involved. Leaving his son with Mia Toretto and Brian, he joined the rest of the team in Montequinto where they search the crash site and discover the device. They are ambushed by military officials guarding the area and flee. Jakob uses this to his advantage and is able to steal the device and flee by driving off a cliff and being caught by a plane with a magnet underneath.

The team then split up, with Dom tracking down Jakob and Letty and Mia going to Tokyo after discovering that Han was connected to Mr. Nobody. Mia and Letty meet with Elle in Tokyo and fight Otto's agents until they were saved by Han who they learn is still alive. Dom, with the help of an old friend Leysa, tracks Jakob down in Edinburgh where he is infiltrating one of Mr. Nobody's hidden vaults in a church. Dom chases Jakob whilst he zip lines between buildings and the two fight. Ramsey, Tej and Roman chase after Otto and run him off the road, ruining Jakob's escape plans. Jakob attempts to flee but Ramsey uses a magnet in the truck she is driving and captures him and they return to their bunker in the Caspian Sea, which was a private location that Mr. Nobody ran operations out of.

Letty and Mia return with Han and he tells them about his and Elle's connection to Mr. Nobody and Project Aries. The base is infiltrated by Otto's men and they release Jakob and steal the second half of the device. Dom then saves his team from being killed and tells them that all bets are off as Jakob now has all the components to activate project Aries. The team chase after Jakob and Otto on the ground whilst Tej and Roman use a rocket-powered Pontiac Fiero, built by Sean Boswell, Twinkie, and Earl, to go into outer space to destroy Otto's satellite which has been sent into orbit.

Jakob is betrayed by Otto, who is now working with Cipher, and Dom saves his life and the two work together to flip Otto's 16-wheeler. Roman and Tej destroy the satellite and Dom is able to destroy the armadillo by slingshotting it into Cipher's jet, however it is revealed she was flying it remotely and is able to escape once more in defeat. Otto is killed as a result and Dom gives Jakob the keys to his car allowing him to go into hiding from the incoming enemies. Roman and Tej are later rescued by a spaceship. Despite Cipher's escape, the team celebrate another successful mission by holding a barbecue back at 1327.

Aimes' Leadership

The Agency began to make changes in its operations through the use of artificial intelligence such as satellites, algorithms, and drone technology. Additionally, as a result of Mr. Nobody's disappearance, leadership of the Agency was shifted to Aimes, an agent who doesn't agree with Mr. Nobody's views on Dominic Toretto's Crew. However, unbeknownst to anyone in the Agency, Aimes was secretly a double agent working with Dante Reyes since 2011 and was using the Agency to target Dom's crew for the Vault Heist in Rio that resulted in the death of Hernan Reyes.

2022

Dante Reyes' Revenge

The Agency had a wounded Cipher transported to their black site in Antarctica after she paid Dom and Letty a visit to warn them about Dante. When Dom told Little Nobody about the crew's mission in Rome, in which Roman, Tej, Ramsey and Han were supposedly sanctioned by the Agency to steal a quantum microchip, Little Nobody tells Dom there's no mission there. Realizing that Dante set them up, Little Nobody, Dom and Letty headed to Rome to stop them. However, the mission ended in failure as Dante rigged a bomb to blow, causing massive damage throughout the city, although casualties were kept to a minimum due to the team's efforts. The whole team were declared international fugitives with Letty being captured by the authorities and sent to the Antartica black site.

As a result of the fallout, Aimes issued a manhunt on the Toretto crew after getting the majority vote from the Agency board. However, Mr. Nobody's daughter, Tess, disagreed with his stance although she was unaware that Aimes is in league with Dante and steals God's Eye before heading to Naples to rendezvous with Dom.

Aimes dispatched teams to capture Roman, Tej, Han and Ramsey in London after Bowie, a former associate of Ramsey, betrayed them for the bounty; Mia and Little B back at Los Angeles, and Dom in Rio de Janeiro. The Agency team in Los Angeles were either subdued or killed by Mia and Jakob, the latter of whom takes Little B to Portugal to meet with Dom. The Agency team in London failed to apprehend the crew as the crew fought them off alongside Deckard. Agency operatives also infiltrated a flight Jakob and Little B were on, but they were subdued and the duo escaped on a stowaway jet.

Aimes finds Dom at Reyes' abandoned police station and arrests him thanks to Dante's intel. However, while transporting Dom, Aimes's convoy gets "ambushed" by Dante and a group of militants on the same bridge where Dante's father was killed. All those in the convoy were killed except Dom and Aimes, who "team up" together to fight Dante, with Tess arriving later to the scene, killing the rest of Dante's men on the bridge. However, Dante's helicopter arrives and his marksman shoots Tess and feigns a shot at Aimes. Dante takes God's Eye from Tess after leaving to find Little B while Isabel Neves takes Tess to a hospital.

Dom and Aimes arrive at Portugal, where Aimes provided "overwatch" while Dom links up with his son and Jakob. During the chase, Dante takes Little B hostage, but Dom later retrieves him from Dante. Jakob later sacrificed himself to take out most of Dante's reinforcements and clear a path for his brother to escape. However, Dante traps Dom and Little B at a dam, where Roman, Tej, Ramsey and Han arrive on a transport plane, but Aimes, uncovering himself as Dante's mole within the Agency, shoots down their plane with a Stinger. Dom and Little B escape as Dom drives down the dam into the river after Dante programs two fuel trucks to crash onto each other, but Dante wasn't finished yet; the dam was rigged with explosives which detonated, and the fates of Dom and his family are unknown.
