The Central Intelligence Agency (CIA) is a foreign civilian intelligence service tasked with gathering intelligence, national security information, and conducting covert operations around the world on behalf of the United States of America.

Operations in Central America[]
Prior to running the Agency, Mr. Nobody was a CIA operative performing covert operations and investigations against the illegal drug trade in Central America. During this time, he ran missions with former Mossad agent Gisele Yashar, who he described as his best associate at the time.
Owen Shaw's Informants[]
One of the CIA's high-profile targets was former SAS soldier turned international criminal Owen Shaw. However, Owen was able to stay ahead of the organization in his large-scale heists thanks to several informants he planted within the CIA, particularly while working to create a Nightshade device for Cipher.
The Shaws' Arrest[]
After his defeat following a skirmish in Los Angeles, Deckard Shaw was arrested and sent to a CIA black site prison by DSS agent Luke Hobbs. After recovering from injuries sustained during the Runway Chase, Owen was also transferred to a unknown black site prison. However, the Shaws were eventually freed to help rescue Dom's son, Brian Marcos in exchange for settling their scores with Cipher.
The Snowflake Mission[]
In 2019, CIA agents Loeb and Victor Locke recruited Luke and Deckard to retrieve a legal pathogen dubbed the Snowflake. After they were debriefed and met at the CIA London Black Site, the facility was attacked by Eteon soldiers led by Brixton Lore, and all the agents present were killed. Afterwards, Eteon used its control of media outlets to frame Luke and Deckard for the attack on the CIA facility. After the Battle of Samoa, the Snowflake was delivered into CIA custody and locked in a secure vault.
