Cipher's Syndicate is a large network of criminal associates, hackers, and mercenaries founded by criminal mastermind and cyberterrorist Cipher. In 2022, the organization was taken over by Dante Reyes.
History[]
Formation[]
Cipher is a notorious cyberterrorist and criminal mastermind clouded in mystery who initially desired to initiate a nuclear war to gain control over the world's superpowers and at some point, she met Connor Rhodes and he became her right-hand man and second-in-command. To meet her ends, she formed a sophisticated syndicate of operatives and hired several individuals and teams to aid her in doing her work.
Recruiting Associates[]
At first, she approached former British Special Forces assassin Deckard Shaw to steal a device called Nightshade for her. However, Deckard refused, leading to her using his younger brother Owen Shaw and his associates instead to to the job. However, Owen Shaw's Team was wiped out by Dominic Toretto's Crew and Owen was hopsitalized for severe injuries sustained from falling out the back of a plane. This act would eventually put Dom's crew into conflict with Cipher herself. Afterwards, she hired a terrorist-for-hire named Mose Jakande and tasked him and his team to steal a hacking device called God's Eye from a British hacktivist named Ramsey. However, Ramsey was saved by Dom's crew and Jakande and his team were wiped out with aid from Mr. Nobody.
2017[]
Having lost two of her teams and fed up with her efforts being constantly hindered by Dom's Crew, Cipher turned her sights on Dom himself. She kidnapped Brazilian former cop Elena Neves and her son to force Dom into betraying his team and working for her syndicate. She encountered Dom in Cuba and coerced him to work for her, seeming causing him to go rogue from his team after stealing an EMP for her during a mission in Berlin. Unbeknownst to Cipher, Dom secretly devised a plan to rescue Elena and their son by using several contacts of his, including Deckard and Owen. After she and Dom stole God's Eye. he then tasked him to steal nuclear codes from the Russian Minister of Defense in New York City. She ordered her hackers to hack numerous autonomous cars in the city to trap the motorcade and allow Dom to steal the codes. However, after Dom refused to kill his wife Letty when she briefly stole the codes, Cipher let Rhodes execute Elena, leaving only his son left to save.
With Cipher's plans reaching its final phase, she ordered Dom to go to a military base Vladovin and use the EMP to allow Cipher to hijack a Cold War era submarine, intending to use its nukes to enact her plan. However, her efforts were once again hindered by Dom's crew who infiltrated the base and eliminated a number of military separatists who seized the base a month prior. Additionally. Deckard and Owen infiltrated her plane and took out many of her agents. Dom's crew was able to remove the chip from the submarine, forcing Cipher to move it into deep water. Once she learned that Dom's crew was intending to trap the submarine before it could reach the water, Cipher ordered Rhodes to kill Dom's crew. After realizing that Deckard and Owen rescued his son, Dom turned on Cipher and killed Rhodes, avenging Elena’s death before rejoining his team. Still determined to her plan, Cipher resorted to surfacing the submarine to take out Dom's crew before using a heat-seeker to take out Dom. This ultimately proved to be a fatal mistake as Dom's guided the heat-seeker to the submarine, destroying it.
With her plan in tatters, Cipher packed the nuclear codes and attempted to escape in defeat. Before she could, she was confronted by Deckard who planned to enact his revenge for her previous wrongdoings against the Shaws. However, Cipher escaped to live another day as Deckard was forced to save Dom's son from being ejected out of the plane. Cipher was still at large and was last spotted in Athens, Greece. However, due to the initial end of Cipher's many operations and the deaths of many of her operatives, her organization was severely weakened, allowing Jakob Toretto, Dom's younger brother, to take over some of the organization's territory for his own purposes.
2020[]
Several years later, Cipher was arrested by Mr. Nobody and his forces and put on a plane to be taken to a maximum security prison. However, she was eventually extracted by Jakob Toretto and forces led by Otto, who later held her captive at their base of operations. Cipher tempted Jakob into working with her instead, but he refused. Eventually, Cipher and Otto teamed up and betrayed Jakob so they could carry out their plans of activating Project Aries. Cipher then remotely flew a jet to kill Dom and his crew after Project Aries was shut down, but Dom, in The Armadillo, steered it in front of the plane's range and blew it up, bursting it into flames and bringing the battle to an end. Cipher left the base and escaped once more to live another day. Cipher eventually established a new hideout in Los Angeles and planned new ways to kill Dom and his crew.
2022[]
Two years after the Project Aries mission, Cipher was approached by Dante Reyes, who killed two of Cipher's operatives and sought to form a partnership with her. However, when Dante realized Cipher only wants to kill Dom, whereas he wants to make him suffer, he revealed that he is holding family members and friends of her operatives hostage, before killing one of operatives as he had no familial bonds. He then told the other operatives that the only way to free them was for them to turn on Cipher and kill her. The operatives oblige as Dante leaves, taking two of her hackers with him. Cipher was then attacked by her own agents. However, she reveals she never trusted any of them and managed to kill most of them before fleeing, although she was wounded and sought help from Dom. Afterwards, Dante took the organization's resources and weaponry to use in his vendetta against Dom.
