Cleve Kelso is a billionaire and criminal who was responsible for the assassination of Shashi Dhar's parents.

Cleve Kelso was one of five billionaires who manipulated and used two genius scientists, the parents of Shashi Dhar, to create Skeleton Key, a helmet capable of controlling any technological and computerized device. The five men decided to keep Skeleton Key for themselves and decided to murder Shashi's parents, a task which Cleve took onto himself. However, while Cleve wished to kill Shashi as well, he was convinced by the other four men not to, as they did not feel right killing a child. Cleve and the other four men did not trust each other to retain sole custody of Skeleton Key and therefore designed a vault in the desert, where they kept Skeleton Key whenever they did not have use for it, having used its powers to increase their fortunes. Additionally, they also buried Shashi's parents in the vault. As an added measure of protection, the vault was designed so that it could only be opened with five keys, the keys being implanted into five supercars given to each of the five men.[1]
Sixteen years later, Shashi began to steal the key cars. After the first four are successfully stolen, Cleve gave his car to his old war buddy, General Dudley, to keep safe on a military black site. Sometime later, Cleve is sitting atop one of his hotel casinos speaking with four other men, who are complaining that their key cars got stolen. Cleve berates them for being careless and blames them for not killing Shashi as a child when they also killed his parents, calling them out for their unwillingness to kill a child. He then tells them that Shashi would not obtain Skeleton Key as the fifth key car was being well-protected by General Dudley, an old war buddy of his, and laments on how he is about to demolish one of his oldest hotel casinos, but is willing to do so as he would get more money from building a new one on its lot. Moments after disconnecting the call, Cleve receives another phone call, this time from Dudley himself informing Cleve that he no longer has the key car in his custody.
At that very moment, Shashi enters the Las Vegas Strip and announces to everyone within Cleve's hotels to evacuate, promising them that they are about to receive a big payout. Shashi tells Jun to connect Skeleton Key to the city's main power grid, which she agrees to do, telling him that within thirty minutes, its range would be amplified worldwide, allowing them to then destroy every government on Earth. As she works on the amplification, Shashi works on locating Cleve and exacting his revenge.
Since Cleve is hiding, Shashi decides to flush him out by having his drones steal cash from Cleve's casinos and distribute them to the pedestrians on the streets below. Angered that the money he stole is being stolen from him, Cleve makes his way to his elevator, which houses a security camera that Shashi is hacked into, and reveals his location. Using his drones, he keeps Cleve suspended; Cleve states that he understands why Shashi is doing this, citing that he would do the same if someone killed his parents, although Shashi iterates that he is not doing this for personal reasons such as revenge but in order to build a new world order. Shashi's speech about redistributing billionaires' wealth and rectifying the American dream is cut short by Cleve, who is annoyed by the constant talking.
Frostee Benson then transmits a virus which disables Skeleton Key for ten seconds as Tony Toretto crashes into the penthouse. Tony exits from his car safely, cheering at his survival, when Shashi's Skeleton Key helmet comes back online, as the ten seconds have passed. Tony then fights with Shashi, granting Cleve an opportunity to escape. During their scuffle, Tony gains possession of Skeleton Key and dons the helmet, veering the weaponized drones towards Shashi. As Shashi cowers in fear, Tony catches his menacing reflection on a window and decides to finish the fight "Toretto-style", discarding the helmet and fighting Shashi physically. Cleve emerges onto the street and triggers the explosives inside the building, as it was set for demolition, before fleeing.[2]
The Giant Haboob[]
Rafaela Moreno is in an icy prison, complaining about the cold, and is told to quiet down by a guard, as well as another prisoner. On top of the prison, bombs are set, while Rafaela asks her fellow prisoner if he thinks about her while he meditates. He tells her that he thinks about infinite nothingness, but Rafaela tells him that that is all there is to see in the prison. The bombs explode, and the prison collapses, pulled away by a boat steered by Cleve Kelso. Rafaela is left behind, however, so she breaks out of her cell.
Cleve greets Matsuo, and tells him he wants him working again, but Matsuo tells him he never wanted to see him again. Cleve reminds him that he owes him, and tells his guards to set him straight. The guards click a button under his right shoulder, and a bionic arm grows, which also messes with Matsuo’s mind. Rafaela reaches the pair of men, which Cleve likes, so he offers her a job.
The Empty Well[]
Rafaela and Matsuo approach Cleve, giving him a guiding system which he gave to a young boy who wanted to exponentially increase the cloud generator’s power. Cleve mentioned how that would make his village happy since it would get a lot of rain. Cleve told Rafaela and Matsuo that Ziri is like the son he had never had, having disowned his own five actual children. When Cleve mentioned Tony Toretto was after him, Rafaela was surprised and mentioned she would have her revenge on the group.
During the finale of Season 3, Cleve uses his mech suit to activate an extra missile to control the weather. Tony manages to destroy the manual override button despite Cleve's attempt to stop him and the force of the rocket falling down causes him to fall toward the ground while Tony is saved by the drones. However at the ending, Cleve's mech suit is shown half buried in the sand and the cockpit is empty indicating he survived the fall and is currently still at large.
The Bedouin Shield[]
Cleve is surprised that a Brazilian maniac, Matsuo and a whole pack of desert criminals were unable to take out Tony Toretto and his gang, but Matsuo tells him over the phone that the group is like a family, which was tough to beat.
Cleve asks Ziri if he is ready to unleash his plan, which he confirms. Cleve tells him where to send it, but Ziri asks him if he is sure, since there was a Bedouin meeting place in the middle of the storm zone and nobody would survive, which Cleve likes. Ziri is glad since if his plan works, a storm would be able to form, and his village would be able to grow crops. Rafaela mentions that the plan sounds nice. Cleve agrees and tells them that he is creating something he likes to call a tornado-cane. A storm begins forming in the desert as he says this.
Ziri is happy he created so much rain, and Cleve tells him to start bringing the water to them. Ms. Nowhere and Gary are startled by a noise, which turns out to be water going after them through the pipes. Cleve mentions he will take care of them himself.
Ms. Nowhere and Gary are trapped by Cleve, Rafaela and Matsuo. Cleve tells her that Tony and his crew had been flushed out the night before. Cleve orders Rafaela and Matsuo to torture the pair of spies.
The Eye of the Sahara[]
Cleve congratulates Ziri on the storm he created since now they would be able to earn a lot of money and change the world. Ziri asks when they would be able to send a smaller storm to his village, and Cleve says it's part of his plan.
Ziri finds Tony and his crew had infiltrated the storm, and immediately tells Cleve. He mentions that their plane must have crashed, and shows him. Cleve realizes that is Tony and gets angry, sending drones towards the crew.
Cisco is still working on the vehicle, which would be a biplane. However, he and the rest of the crew are warned of danger by Falafel, Cisco's camel. They see battle drones heading towards them, and realize Cleve knows where they are. Frostee sends his drones to battle against Cleve's drones while Tony and Layla shoot. They manage to get their planes working and escape as a new wave of drones attack.
In the air, Layla and echo switch places so Echo would shoot at the drones and Layla would fly the plane. Frostee and Tony are chased, but Tony manages to get rid of the drones chasing them. Their planes were now in bad condition, but were still being targeted. However, Ziri hacks into the drones and manages to power them off, saving the crew.
Cleve manages to bring more drones to the crew, and Cisco opens Echo's paint can, bringing the attention to him. The drones lock on to him, while he leads them into the storm.
Matsuo and Rafaela reach a deal: the former would be allowed to beat them for an hour if the latter could shave their heads and give them lopsided winged eyeliner. However, as they begin painting Gary and Ms. Nowhere, they are interrupted by Cleve who tells them to stop.
Cisco exits his plane after having destroyed the drones, and celebrates, only to be disappointed since he was now in the storm.
RoboCleve[]
Ziri is working, and is nervous when Cleve tells him the satellite had started working again. Cleve and Rafaela told him he was busted, but Ziri tried defending himself by telling them that the people at the wreck were innocent. Cleve told him that he no longer needed him, since he could now launch the satellites on his own in order to take down the world's largest cities and bring everybody's attention to the Sahara. Rafaela and Matsuo handcuffed Ziri so he would not interfere. Cleve told the two to take Ms. Nowhere and Gary to the desert so that Tony's crew could rescue them.
The crew got a hologram on their watches of Rafaela dancing. She told them she had Gary and Ms. Nowhere hostage and still alive. Gary started singing along to Rafaela's song, but she was interrupted by Cleve who told Tony that he could either save them or go after him.
Rafaela and Matsuo saw the two planes arriving, and made them explode when they neared the van. Cleve celebrated as his rockets were prepared. Ziri asked him why he was doing what he was doing, and Cleve told him that he wanted the world to be balanced in his favor. He was interrupted at the sight of the crew with Ms. Nowhere and Gary using motorcycles and heading towards him, however. He ordered his guards to find Matsuo and Rafaela.
As the crew raced towards Cleve's headquarters, they were met by his guards. Frostee unleashed his drones, which helped them defeat the guards while Tony took over a dune buggy and Echo took a motorcycle. They made the entrance blow up and headed inside, while Gary stayed behind to fight more security.
The crew heard a loud noise, which was Cleve in his "exterminator suit." He quickly hit each and every one of them and went inside the control room, where he set off his rockets.
Rafaela and Matsuo returned to fight the crew, while Cleve was baited by Tony. Ms. Nowhere told Frostee and Ziri to hack the rockets while they fought. Frostee complained that he was always thrown into action immediately, but was helped by Ziri as well.
Cleve's machine seemed unstoppable as Tony and Ms. Nowhere battled against it, but Tony was able to attach a motorcycle to the suit, and drag it elsewhere. Echo told him to aim for a button on the suit, which Tony mentioned he would do.
Layla managed to trip Cleve's giant suit, while Rafaela pinned Ms. Nowhere to the ground. Layla boosted Tony in order to get to Cleve's back, while Gary fought Matsuo, who took him down. Before he could kill Gary, however, Echo took his arm out, which woke him again. Rafaela cried, and even though Matsuo told her he would survive, she mentioned it was the only thing she liked about him.
Frostee and Ziri managed to take the rockets down, and while being attacked by Cleve, Tony managed to press the button on his back, which turned out to only serve the purpose of a light show. He grabbed Tony, and threw him away while the rest of the crew was cornered. Echo realized they might not make it, but at least they had stopped Cleve. Ms. Nowhere congratulated her, and told her that she was definitely worthy of becoming a Nobody. Cleve mentioned that what Echo had said was touching, but he had a backup rocket.
Sirocco Fire Explosion[]
Cleve tells the crew that all their fighting has been in vain since he would launch the rocket and bring devastation to the world. He ordered the crew be sent to the underground cell, and as Rafaela said goodbye to the crew, she was surprised to see that she was sent as well. He ordered Matsuo to be left there, since he would fix his arm and poison him again.
An alarm rang, and Cisco arrived at the compound along with Sandocal and the Bedouins. They broke in, and it was revealed that Cisco had been found by Falafel and Salem and Kareem. Cisco convinced the Bedouins to take him to Cleve along with some help such as Sandocal and Ziri's brother.
At the compound, a fight ensued. Rafaela managed to break free and escape, and Tony asked Ziri how they could take the rocket down. Frostee realized there was a manual override at the top. Tony decided he would go to the top of the rocket using a motorcycle, which he struggled to ride, and fell off. However, he started climbing while being chased by Cleve. In the end, Tony managed to hang on to the rocket, but was still chased by Cleve. After the battle, the group depended on Tony, who Frostee told only had thirty seconds to override the rocket. As Tony was getting ready, the rocket lifted off which only left him with the option of finishing the mission. He was able to disable the rocket, but started falling from the sky, same as Cleve.
After the fall, out in the distance, Cleve's robot suit opens up revealing the cockpit is empty. This implies that Cleve survived the fall and is currently still at large.
