2001[]
The Federal Bureau of Investigation and LAPD were tasked with investigating a recent string of truck hijackings that occurred in a span of four months. They sent Brian O'Conner to find out who the perpetrators were before the truckers could arm themselves. Although they first believed that career criminal Johnny Tran was responsible for the hijackings until they eventually discovered that Dominic Toretto and his team of street racers were the culprits. However, after Brian killed Tran, he let Dominic escape and went on the run as a fugitive for aiding and abetting.
2004[]
After Brian was arrested following a street race in Miami, the FBI formed a joint investigation with the U.S. Customs and Border Protection and recruited Brian and his childhood friend Roman Pearce to go undercover to help apprehend Argentine drug lord Carter Verone. The operation was a success, with Verone being arrested and drug money being confiscated, resulting in the erasure of Brian's and Roman's criminal records.
2009[]
The FBI had been tracking drug lord Arturo Braga, who had been one of the FBI's high-profile targets and was becoming a national threat after his drug operations extended into the United States. To do so, they dispatched several undercover agents and informants to infiltrate the Braga Cartel. However, thanks to informants planted within the FBI by Braga's affiliate, Owen Shaw, the cartel was able to identify the undercover agents/informants and kill them. One such was Letty Ortiz, who had been placed undercover by Brian O'Conner in exchange for a pardon for Dominic. However, she survived, but was left amnesiac and was soon recruited by Owen himself.
