Loeb is a CIA agent assigned to recruit Deckard Shaw and Luke Hobbs in a mission to recover a lethal pathogen known as the Snowflake.

Early Life[]
At some point during his early tenure as a CIA agent, Loeb was assaulted by former British military assassin and MI6 agent Deckard Shaw at a bar in Krakow, although Deckard would not remember him later on.
Hobbs & Shaw[]
In 2019, he was assigned to recruit Deckard to work together with DSS agent Luke Hobbs to apprehend Hattie Shaw and the Snowflake, and coordinated his assignment with fellow CIA agent Victor Locke.[1]
