Otto was the son of a wealthy head of state and co-leader of a private army who formerly worked with Jakob Toretto to steal and activate Project Aries before allying with Cipher to complete the plan.
Biography
Early Life
Otto was born to a wealthy head of state and into a life of privilege. He grew up being spoiled by his father's money, but eventually grew to resent him and contemplated ways to steal his money.
Seeking Project Aries
At some point, he became aware of the existence a highly advanced weapons program called Project Aries. Seeking to gain control of the device, he sent operatives to Tokyo to assassinate a scientist couple, who were the creators of the device. After his operatives murdered them, Han Seoul-Oh, who was also looking for device to deliver it to Mr. Nobody, narrowly saved the couple's daughter, Elle Lue, before Otto's men could kill her.
Working with Jakob Toretto
After the failed attempt, Otto met and manipulated Jakob Toretto to come up with a plan to find and activate Project Aries, a device that they could use to control the world's computer and military systems. Jakob was aware that his former boss, Mr. Nobody, was in possession of the device.
In 2020, Jakob and Otto’s men infiltrated Mr. Nobody's plane to gather the first half of Project Aries. At the same time, they were able to extract Cipher, a former enemy of Jakob's brother, Dominic, who was arrested by Mr. Nobody so that they could hold her hostage to prevent her from interfering with their plan.
Project Aries
After Jakob recovered the first half of Project Aries in Montequinto, he returned to Otto's Base of Operations where Otto introduced him to Cipher for the first time. She attempted to get Jakob to betray Otto and work with her instead, but he refused. Jakob and Otto devised a plan to get Dom out of their way and they lured him to Hatfield House, which was declared an international embassy by Otto's father. After Dom pulled a gun on Jakob, Otto enters with Interpol agents who arrested Dom for attempted murder on international grounds.
Otto reunites with Jakob
Otto and Jakob continue to Edinburgh where Otto helps Jakob steal the second half of Project Aries from a chapel before fleeing in his 2019 Jaguar XE SV Project 8. Otto is chased by Ramsey in a delivery truck and is run off road. After they apprehend Jakob, Otto returns to his base where Cipher plays on his insecurities and compares him to the likes of Yoda from Star Wars. As a result, Otto changes allegiances with Cipher. He takes his team to Dom's bunker in the Caspian Sea where they infiltrate the base and free Jakob. They kidnapped Elle Lue, the key to Project Aries, and traveled to Tbilisi after launching the satellite into orbit.
Betraying Jakob and Death
Otto tells Jakob that he has joined forces with Cipher instead.
As they moved through the streets of Tbilisi to await the uplink of Project Aries to the satellite, Otto informed Jakob that the uplink was being interrupted and Jakob climbed onto the roof of The Armadillo to fix it however Otto's right-hand, Sue, followed Jakob to try and kill him. Otto revealed that he joined forces with Cipher instead. When Otto can't take down Dom, Cipher decided to take matters into her own hands and flies in on a jet. She fired rockets at The Armadillo to destroy it, killing Otto in the process, while Dom jumped off the vehicle as the Armadillo ricocheted into the jet, destroying it (though it turns out that she was flying the jet remotely back at Otto's base before leaving in defeat).
Personality
Otto was the son of a wealthy father and this shows. It's clear that Otto never had to work a day in his life and always had his father's money to fall on when he needed things to be done for him. Otto also seemed to resent his father and wanted to use Project Aries to take control of his fathers financial assets and his money for himself. Otto had no issue using his father’s money and even told his agents that money isn't an issue when it comes to getting supplies, cars, weapons and gear to go after Dominic Toretto's Crew. When Jakob exclaimed that Otto was a "spoiled rich prick", Otto responded that they "rule the world".

Trivia
- No knowledge of Thue Ersted Rasmussen being in the movie was known until the movie premiered.
- Though Jakob carried out most of the crimes, Otto is revealed to be the main villain because he was the mastermind of the plot. Having said that, Cipher became the final boss after she accidentally killed him with his own drone before escaping once more.
- Otto is the fourth main antagonist in the Fast & Furious franchise to be killed, following Johnny Tran, Hernan Reyes and Brixton Lore.
