The U.S. Customs and Border Protection is the largest federal law enforcement of the United States Department of Homeland Security and serves as the country's main border patrol unit.

History[]

2004[]

The U.S. Customs and Federal Bureau of Investigation started a joint investigation to apprehend Carter Verone, an Argentinian drug lord in Miami who owned several properties including a mansion, boatyard, and trailer park. Using an undercover agent named Monica Fuentes, they were able to locate Brian O'Conner in Miami, where they apprehended him after he recently won a street race. Instead of arresting him, Bilkins, his former boss, and Markham gives him a deal to go undercover and bring down Verone in exchange for his criminal record being erased. They had Dunn assigned as Brian's partner but chose Roman Pearce instead, his childhood friend who was on house arrest for housing stolen cars in his garage and made a living as a demolition derby driver. Traveling to Barstow to recruit him, the two get into a fight, but Roman reluctantly agrees to the same deal Brian was offered. The U.S. Customs give Brian and Roman a 2002 Mitsubishi Lancer Evolution VII and a 2003 Mitsubishi Eclipse Spyder GTS for their mission and also having Monica work with them as well. However, during an audition race, the cars were bugged with GPS tracking devices so Markham and Bilkins could monitor their move if they didn't report to him with their mission. Markham, believing the duo were escaping, followed them to a lot to apprehend them, but Roman used a concealed weapon on his Spyder to prevent him from arresting them.

This resulted in Markham's mistrust of Brian growing stronger, as he tries to apprehend Roman once more for trying to shoot at him thus causing a brawl to happen at the building where Bilkins and himself are monitoring Brian and Rome's situation. Bilkins eased the situation and Brian tells him and Markham that they're making a run for Verone at an unknown location, assumed to be a "window" from local cops.

The next day, Brian and Roman informed Bilkins and Markham that they witnessed Verone torture a corrupt police detective with a rat so he can give him their window and that Monica told them that Verone allegedly planned on escaping on an airplane and they would be killed once the drop is made. Bilkins tries to have the mission aborted but Markham refuses, saying that this is their opportunity to catch Verone, and has GPS tracked on Brian and Roman's pockets.

When the time came to arrest Verone, Bilkins monitored Markham's situation at the airport and Brian and Roman's mission from Customs HQ. When local Miami Police forces chase Brian and Roman after Whitworth decided to not give Verone his window, Bilkins has a chopper monitor both of them believing that they are presumably escaping. At the airfield, Markham and his tactical U.S. Customs team witness Verone's Navigator approach the jet he's escaping in and are informed by Bilkins that the money is still in transit. Bilkins continued to monitor Brian and Roman's mission as they led the cops to a warehouse complex that was scrambled by dozens of street racers. Bilkins assumes that they are still driving the Evo and the Eclipse, but once they're cornered, Tej Parker and Suki are driving it instead while Brian and Roman have escaped in the muscle cars they won earlier so they can continue their mission undetected. Markham, believing that Brian and Roman are still running, decides to apprehend Verone but as they approach the Navigator, it turns out that it was a decoy while Verone and Monica are at Tarpon Point where he plans to flee the country by boat. It turned out that Verone gave Monica false information after finding out that she was an undercover agent all along. However, Brian and Roman stop Carter from fleeing by crashing onto his yacht, and U.S. Customs finally arrest him and his remaining accomplices for their crimes. Markham then finally earned their trust after stopping Verone and erasing both of their criminal records.
